His light blue eyes and slight features lend him an almost youthful quality, often leading others to mistake him for a younger man in his forties. The hints of grey in his hair serve as the only real indicator of his age. While he once spoke with a slight English accent, this has faded over the years, giving way to a more neutral West Coast accent. On duty, Neil wears Starfleet’s open variant duty uniform, with his rank and comm badge displayed on his jacket. | Personal History | Born in May, Neil was the only child of Cornelius and Joleen Harrington. From an early age, neither of his parents were able to connect with Neil on an emotional level. A throwback to the old English lifestyle, the Harringtons were very aristocratic in their behavior and saw children as something that should neither be heard nor seen. Behind the scenes, things were very different. While many saw a normal family, Neil’s father was extremely abusive and took most of his anger out on Neil. From an early age, Neil was raised in the care of nannies and other guardians. As a small child, it was clear to most that Neil had the heart of a listener, very gentle in his interactions with everyone. With encouragement from the right sources, Neil dreamed of a life in Starfleet, even though his parents strongly disagreed. His skills as a listener developed further as he progressed in school. Earning several positions in student government, Neil developed a passion for political life. What he lacked in physical ability, he made up for in intelligence and political skill. Graduating from high school as Student Body President all four years, Neil’s life seemed set in stone. Wanting to work in the far reaches of deep space and escape his parents’ shadow, he knew Starfleet would be the vehicle for his career. Neil studied Political Science and Diplomacy at the University of California, Berkeley. After earning his degree, he enrolled in Starfleet Academy, where he was accepted into an advanced placement program due to his educational background. During his two years of officer training, Neil learned about ship life, the Federation, and starship operations. He enjoyed expanding his understanding of alien species, applying his unique skills to both known and unknown civilizations. A casual remark from a friend about shuttle travel inspired Neil to take up piloting — and by the end of his training, he had become a certified pilot. Neil’s first assignment was to Starbase 226, a busy hub for commerce and interstellar trade. He was periodically assigned to the station’s support vessel, the Nova-class USS Sierra, while it patrolled shipping lanes or rendered aid to vessels in distress. This additional duty gave the budding diplomat valuable experience. Life on the station kept him busy, but something was missing — he wanted to be out there. During his time at 226, Neil met Security Officer Greg Alein. Though opposites in personality, they shared similar family backgrounds, forming a deep and lasting friendship. After three years, Neil transferred to the USS Sysco as Assistant Chief of Diplomacy. The Sysco provided new challenges and introduced Neil to departmental command. He thrived in leadership but found his personal life complicated. A brief relationship with a security officer ended amicably, and Neil decided to focus on his career, accepting the position of Chief of Diplomacy aboard the newly built USS Oberon. His first year on the Oberon was eventful — and life-changing. He married fellow officer Lucia Pineda, a diplomatic officer he had known at the Academy. Over the next several years, his career and family flourished. In 2388, their daughter Tess was born. However, in 2389, everything changed. On a routine mission, the Oberon encountered a rogue Romulan vessel. When most of the command staff were killed or incapacitated, Neil was thrust into the role of Executive Officer. He and the surviving crew fought off the attackers but suffered heavy casualties. Neil’s leadership guided the damaged ship to safety, and the surviving crew were hailed as heroes. Though promoted to permanent XO, the loss of so many lives haunted him deeply. Determined to protect his family, Neil sought a station assignment. In 2392, he became Commanding Officer of the newly rebuilt Deep Space 7, his first command. With his family by his side, he felt complete — but one regret remained: since joining Starfleet, he had not spoken to his parents. Tragedy struck again during a diplomatic conference when his wife Lucia was killed in an explosion. Despite expectations, Neil chose to remain in command, honoring the dream he and his wife had shared. Six months later, he was promoted to Captain and assigned to Task Force 47 under Commodore David Hawkins. Soon after, Greg Alein was reassigned to the station, rekindling their close bond. A year later, following Romulan attacks on Earth, Neil was transferred to the USS Roanoke under Task Force 72. Unfortunately, due to faulty engine upgrades, the ship was decommissioned less than a year later. After a classified mission to Aeryan Prime, Neil was permanently promoted to Commodore. Upon returning to Deep Space 7, Admiral Dorin Kulis assigned him to command the USS Nogura, a new Sovereign-class vessel. He was also appointed Task Group Commanding Officer over the 9th Fleet’s 72-B Task Group, later becoming Executive Officer of Task Force 72. Following Admiral Farragut’s retirement, Neil succeeded him as Task Force Commanding Officer of the 72nd Task Force, with a promotion to Rear Admiral. In early 2396, Neil and his family were reassigned to Starbase 50, where he now leads Starfleet’s diplomatic efforts in the Aquil region while monitoring Breen activity. Later that year, Neil became engaged to his on-again, off-again girlfriend Adira Toril and took guardianship of Mikky McKauley after the presumed death of his longtime friend Kenzie Skye. After being briefly kidnapped by the Romulans, Neil eventually accepted a position on Earth as Director of Starfleet Operations. This has allowed him to continue his career while giving his family a safer place to call home. |
